Advance to Mbed TLS 3.6.0 LTS (from 2.28.8 LTS)

... including in the default external version to use when explicitly
directed to do so (currently possible only under the traditional Unix
build system).  Formally adjust existing tuneups (whose files have
notably been renamed) and ensure forward declarations for structs
returned by value(!) are in place early enough to avoid errors when
directly using Mbed TLS from C++ under Visual Studio, per
https://github.com/Mbed-TLS/mbedtls/issues/7087.  JIRA: CXX-13565.

Advance embedded and default external mbed TLS to 2.16.11 (LTS).

The embedded copy and config.site.ncbi's (normally unused) default
were both previously at 2.16.10.  The Conan setup previously specified
2.23.0; 2.16.11 is a long-term-support release with the same security
fixes as 2.27.0 (or 3.0.0).  JIRA: CXX-12130.

Update bundled mbed TLS to 2.7.18 (from 2.7.6).

Retain our existing tweaks:
- General configuration tuning.
- Symbol tagging (updated to incorporate a few new symbols and
  reflect the version change).
- Renaming md5.c and version.c for uniqueness within ncbi_core.dll.
- Suppressing bn_mul.h's inline assembly for 32-bit x86 PIC builds.

Add gpl-2.0.txt per upstream's formal switch to single-archive dual
licensing, though the Apache license is very much still an option.
